Const和constexpr的区别

最重要的区别：

const修饰的变量可以在运行的时候初始化，而constexpr修饰的变量一定是在编译器初始化

constexpr是名副其实的常量，所有的constexpr都是const

const表示的是read only的语义，表示运行时不可更改
